MAIN BODY CONSTRUCTION
The automatic reclosers are constructed with vacuum interrupters with magnetic actuation mechanism, with solid resin insulation.
Coupled three-phase operation
The reclosers will be bi-directional therefore suitable for forward and reverse current flow.
Materials
All materials used in the manufacture of reclosers shall be highly resistant to the corrosion of saline atmospheres.
Surface treatment
The ferrous parts shall be of stainless steel for enclosures and cabinets. Corrosion treatment by means of hot dip galvanizing in accordance with ISO 1461 is only permitted for support structures and fastening components.
Insulators
The insulators will be of solid dielectric insulation with the cycloaliphatic epoxy resin system or silicone rubber type HTV, Porcelain or EPDM insulators are not allowed.
The creepage distance shall be at least 31 mm/kV. Insulators shall withstand a bending motion of 250 Nm and withstand a suitable torque for the fastening of the conductors.
The insulation material must have a hydrophobic behavior, highly resistant to ozone, oxygen, moisture, pollution and ultraviolet (UV) radiation resistant (according to IEC 61109). No UV coatings or covers are accepted.
Position indicators
Position indicators shall be resistant to aggressive weather conditions, possibly by the adoption of transparent protection, and shall be of such dimensions as to be clearly visible from the base of the pole and in any case at a distance of 8 m.
CONTROLLER
The components of control, protection and remote control must be located in a box treated against corrosion.
The box will be designed to protect electronic circuits from aggressive weather conditions.
The cabinet will be supplied with all the appropriate connectors to ensure connection with the recloser.
The cabinet door must have a secure locking system with an operating handle that allows locking. It must provide a lock with a master key.
General characteristics
The cabinet shall be IP 55 class;
Access profiling to control should prevent unauthorized persons from logging in. The access to the configuration of the control must be protected through a minimum of two access keys, one of basic operator and one of engineering or configuration.
A voltage suppressor protection shall be provided for the AC voltage auxiliary input on the low voltage side of the potential transformer or auxiliary voltage, suitably sized to protect the control against atmospheric or system surges.
Power Supply
The rectifier / back up battery must have sufficient capacity to supply all the control equipment as well as the communications equipment. The input voltage is in all cases 240-120 VAC, 50/60 Hz coming from an auxiliary transformer, or directly from the LV network. All auxiliary parts will be supplied at 24 V DC.
The rectifier shall have the necessary alarms to monitor its correct operation, and the battery shall have sufficient capacity to maintain the operation of the system for 44 hours or to perform at least four cycles of opening / closing operations. The battery shall be included in the delivery.
The battery charger must have some visual indication that informs that the battery is discharged, or has a fault requiring maintenance or change.
Local control and protection functions
The recloser control will have the following protection functions:
- Phase overcurrent protection (50-51),
- Residual overcurrent protection (50N-51N),
- Directional overcurrent protection (67),
- Residual directional overcurrent protection (67N),
- Automatic multiple reclosing function (79)
It must have at least two alternative profiles for the different protection functions including the possibility to program protection curves. Typically one of the profiles will be used in case the power flows from the Source side to the Load side, and the other to the opposite side. The change from one to another setting will be made automatically by the equipment upon detecting change in the direction of power flow or by means of pushbuttons or local switch.
Other local and remote functions
Activation / deactivation Hot Line Tag mode with led status indicator (switched on if the function is active): Prevents switching operation by remote control and only allows a first protection trip with programmable fast curve, inhibiting reclosing, both automatic, from panel, by connection to computer and even from SCADA. It can only be deactivated in the same way as activated (for example, if activated locally, it can only be deactivated locally and not by SCADA or computer). The indicator light will always remain on while the function is active.
Local indication of:
- Position of the switch
- Automatic reclosing status
- Protection on / off status
- Status on / off Hot Line Tag
- General Alarms
Ability to store operation events. The events to register will be at least:
- Oscillographic record of events and stored in Comtrade format
- Opening or closing operation
- Reclosing and protections status (On / Off)
- Performance of protection by phase, residual and directional where appropriate (includes all protection functions not only current)
- General alarms and power supply alarms.
- Voltage loss (voltage-per-phase records for each event, preferably discriminated by load side and source side)
Telecontrol and Remote Management Functions
The control of the recloser must have the option of being remotely controlled, allowing remote registration, interrogation and supervision, and for this purpose it must have the necessary inputs and outputs. These inputs and outputs must equip the equipment to transmit the following signals and controls:
Controls that will be transmitted from Control Center to the recloser will be, the following:
- Opening / Closing the recloser
- Activating / Deactivating Automatic Reclosing
- Activation / deactivation of residual and neutral sensitive protection.
- Changing protection settings group
Signals to be transmitted from the recloser will be:
- Open / Closed State of the recloser
- Automatic reclosing On / Off status
- Status On / Off residual and neutral sensitive protection.
- Status in LOCAL / REMOTE of the recloser
- Status On / Off Hot Line Tag
- Presence / absence voltage per phase
- Phase and neutral current
- Lock (mechanical) of the switch.
- Door control cabinet open.
It should also be possible for the control system to independently establish the connection to the Control Center (spontaneous calls) when the configured events occur. The minimum events to configure as alarms will be the following:
- Action or trip of the recloser (discriminated by phase and residual trip)
- Lack of power supply
- Battery failure
- Locking (mechanical) of the recloser
It shall have serial port (RS232 / 485) and Ethernet port for the connection of the control system with the telecommunications equipment and must be embedded inside the relay. It will also be possible to configure by personal computer connected to some of these ports.
Local diagnostic, programming and configuration operations will be performed via a USB 2.0 port or RS232 port, arranged in the front position. In any case these ports will be independent of the port of connection with the telecommunications equipment.
For this purpose, its appropriate program suitable will have to be supplied for installation on a portable PC equipped with the Windows software currently in force, which allows communication with the control system through the local configuration portal.
Communication protocol to the Control Center.
The communication protocols between the Control Center and the recloser shall be according to IEC 870-5-104.
The controller must also integrate the DNP 3.0 protocol. Version 2 with the option of sending unsolicited messages.
Oscillographic record (optional)
The oscillographic registration shall have the following characteristics:
- Minimum of 20 oscillographs with a resolution of 16 samples per cycle and a duration- configurable of 30 cycles.
- It will be able to register 200 events with time scale in millisecond resolution.
TYPE TESTS
The type tests shall be carried out in accordance with the standard IEC 62271-111:2012 through a STL laboratory.
ROUTINE TESTS
The reclosers shall be individually tested during their manufacture and in any case before the delivery with the following routine tests:
- Recalibration and calibration of overcurrent trips
- Test of control devices, secondary cable and accessories
- Dielectric, 1 minute at industrial frequency
- Partial discharge test
- Mechanical operation
Test reports shall be delivered together with the related equipment.
LANGUAGE AND BRAND
User and maintenance manuals, user interface of the controller, markings, labels, signals, plates and any other visible text in the Main Body and the Controller shall be in the language defined case by case in the different orders.
Only the OEMB logo and brand shall appear on the Recloser and its Controller.
